# Jira Pricing 2026: What a Small Team Really Pays (Not the $8.48 on the Page)

**By Justin McKelvey** · Published October 29, 2026 · Updated October 29, 2026 · 8 min read

> As of October 29, 2026, Jira is free for up to 10 users. Standard costs $9.70 a user a month and Premium $19.60 on monthly billing for teams up to 100, and annual plans are sold in tiers: $950 a year for up to 10 users on Standard, $1,450 for 11 to 15. The $8.48 on Jira's pricing page is the average for a 300-user team, and at 26 users an annual plan costs $1,823.60 more than paying monthly.

## How much does Jira cost? The short answer

**As of October 29, 2026, Jira is free for up to 10 users. Past that, Standard costs $9.70 per user a month and Premium $19.60 on monthly billing for teams of up to 100, and annual plans are sold in user tiers: $950 a year for up to 10 users on Standard, $1,450 for 11 to 15 and $2,450 for 16 to 25. The $8.48 and $15.56 on Jira's pricing page are averages for a 300-user team, not what a small team pays.**

Every price below comes from Atlassian's Jira pricing page and its Jira licensing page, and the automation rules from Atlassian's support article on how automation usage is calculated, all read October 29, 2026. The team examples are our arithmetic on those published numbers.

## Why the price on Jira's pricing page is not your price

Jira's monthly pricing is progressive: every user up to 100 costs the same rate, users 101 to 250 cost less, and so on down. The pricing page's calculator starts at a 300-user team, and the figure it shows is the blended average across those bands. The page's own structured data says so: the $8.48 Standard price has an eligible quantity of 300 users.

Here is the arithmetic, from the licensing page's monthly table:

- **Standard at 300 users:** 100 x $9.70 + 150 x $8.20 + 50 x $6.85 = $2,542.50 a month, or $8.475 a user.
- **Premium at 300 users:** 100 x $19.60 + 150 x $14.65 + 50 x $10.20 = $4,667.50 a month, or $15.56 a user.

A 12-person company never reaches the cheaper bands. On monthly billing it pays $9.70 a user on Standard, 14% more than the headline, and $19.60 on Premium, 26% more. If you are pasting Jira's price into a budget, use the band your headcount actually sits in.

## Jira plans side by side

| Plan | Monthly billing (1 to 100 users) | Annual, up to 10 users | Users | Automation steps a month | Rovo AI credits a month | Storage |
| --- | --- | --- | --- | --- | --- | --- |
| Free | $0 | $0 | Up to 10 | 150 for the whole subscription | None | 2 GB |
| Standard | $9.70 per user | $950 a year | Up to 100,000 | 400 per user | 25 per user | 250 GB |
| Premium | $19.60 per user | $1,950 a year | Up to 100,000 | 750 per user | 70 per user | Unlimited |
| Enterprise | Annual only, quote | Quote | Up to 100,000 | 1,000 per user | 150 per user | Unlimited |

The Free plan also limits email: Jira sends at most 100 emails a day across the whole site, counting notifications and automation together, and then pauses email until the next day. On Free every user is an admin. Standard adds user roles and permissions and removes the email cap; Premium adds cross-team planning, approvals, a 99.9% uptime SLA and 24/7 support. Guests are free on every plan and do not take a paid seat.

Two more rules from Atlassian's FAQ: a Free site that goes past 10 users is moved onto a 7-day Standard trial automatically, and new Data Center (self-managed) licenses stopped selling on March 30, 2026, so a new team is buying Cloud.

## Is Jira free?

Yes, for up to 10 users, with no time limit and no card. The catch for a business is not the seat cap but the meters around it. Free includes 150 automation steps a month for the entire site, not per person, plus 2 GB of storage, community-only support and no Rovo AI. A team that uses Jira as a plain board will live happily on Free. A team that wants Jira to do things on its own will run out in days, as the example below shows.

## Monthly or annual? The tier cliff

Annual Jira is not priced per user. It is priced per tier, and you pay for the top of the tier you land in. That makes annual cheaper at some team sizes and much more expensive at others:

| Users | Standard monthly, a year (users x $9.70 x 12) | Standard annual tier | Cheaper |
| --- | --- | --- | --- |
| 11 | $1,280.40 | $1,450 (11 to 15) | Monthly, by $169.60 |
| 15 | $1,746 | $1,450 | Annual, by $296 |
| 25 | $2,910 | $2,450 (16 to 25) | Annual, by $460 |
| 26 | $3,026.40 | $4,850 (26 to 50) | Monthly, by $1,823.60 |
| 40 | $4,656 | $4,850 | Monthly, by $194 |
| 50 | $5,820 | $4,850 | Annual, by $970 |

The pattern: annual only wins in the top part of each tier. In the 11 to 15 tier it pays from 13 users up; in the 26 to 50 tier, from 42 users up. The same break-even, about 42 users, holds on Premium, where the 26 to 50 tier is $9,800 a year against $19.60 a user a month. A 26-person company that signs an annual Standard plan pays $1,823.60 a year more than it would month to month, for the same product. Monthly billing is also charged on the highest number of users you had during the cycle, so adding and removing a contractor mid-month still bills the peak.

## What Jira automation actually counts

Atlassian moved automation to usage-based steps pooled across your organization. A step is every trigger, condition, action, branch and loop that runs, and a condition that comes back false still counts. Loops and branches count once, plus whatever runs inside them. Log actions, variables and lookups are free, and Rovo AI actions use Rovo credits instead of steps.

A worked example for a 10-person service team. About 300 new work items a month come in from a web form, and two rules run on each one:

1. Work item created, check if priority is High, assign the on-call person, post a comment: 4 steps.
2. Work item moved to Done (condition set inside the trigger), email the customer: 2 steps.

| Plan (10 users) | Steps included | This workload: 300 x 6 = 1,800 |
| --- | --- | --- |
| Free | 150 | Gone in about 2.5 days; also limited to 100 emails a day |
| Standard | 4,000 (400 x 10) | 45% used |
| Premium | 7,500 (750 x 10) | 24% used |

The finding: Free is the only plan where automation volume decides anything. On paid plans, extra steps cost $0.50 per 1,000 if an admin turns on extra usage, so even a team that ran 20,000 steps a month on Standard would pay about $8 over its allowance. If extra usage is off, flows stop until the allowance resets. For most small teams the automation meter is a reason to leave Free, not a reason to buy Premium.

## How much does Rovo AI cost in Jira?

Rovo Search, Chat and Agents come with every paid plan. Usage is measured in credits pooled across the organization and reset monthly: 25 per user on Standard, 70 on Premium, 150 on Enterprise, so a 10-user Standard site has 250 a month. Search uses no credits; Chat and Agent requests do. Atlassian's pricing FAQ says it is not charging for usage beyond the allowance today and has committed to at least 90 days' notice and an explicit opt-in before that changes. Budget it as included for now, and recheck the FAQ before you plan an agent that runs on every ticket.

The more useful AI feature for builders is the door Atlassian has opened: Jira automation can trigger an AI agent as a step, third-party agents such as Claude and GitHub Copilot can be assigned work, and the Rovo MCP server connects Jira to Claude, ChatGPT and other AI tools with the user's existing permissions.

## Jira vs Trello, Asana and ClickUp on price

Jira is built for software and IT teams, and for a 10-person business team the comparison is usually against the lighter boards. Atlassian's own Trello is $5 a user a month on annual billing with 1,000 automation runs for the Workspace, and its Free plan has the same 10-person cap as Jira; our [Trello pricing](/blog/trello-pricing) breakdown shows when those runs run out. Asana Starter is $10.99 a user a month billed annually, about $1,319 a year for 10 people against Jira Standard's $950 annual tier, and it includes unlimited rules; our [Asana pricing](/blog/asana-pricing) guide has its AI request costs. If you are choosing a board rather than defending Jira, our [Trello alternatives](/blog/trello-alternatives) comparison prices five of them for the same 10-person team.

## When Jira stops being the right center

Jira is excellent at tracking work. It is a poor place for work that starts outside it. The signals we see:

- Requests arrive by phone, email and web form and someone retypes each one into Jira.
- Status changes have to reach customers, billing or a CRM, and that happens by copy and paste.
- An AI step should read each request, classify it and draft the first reply, every time, not when someone remembers to ask Rovo.

At that point Jira can stay as the board your team works from while a workflow built around it does the moving. Before you price an outside automation platform for that, compare its meter with Jira's steps in our [automation platform pricing](/blog/automation-platform-pricing) breakdown.

## Who can build Jira automations and AI agents for my business?

Start with Jira's built-in rules; on a paid plan they are close to free. Bring in a builder when the workflow has to leave Jira: intake from forms, calls or a shared inbox that creates clean work items, an AI step that triages and drafts, or updates that flow to customers and accounting without retyping. SuperDupr, the AI ops shop Justin McKelvey runs, builds that layer through Jira's API and leaves your Atlassian account as it is; we do not resell Jira seats. A Jira-centered build is an [AI workflow automation](/solutions/ai-workflow-automation) project for us, published at $10,000 to $25,000, with most AI builds live in 2 to 4 weeks and $200 to $2,000 a month in running costs depending on volume. You own what we build, and the first step is a free 30-minute strategy session.

## Frequently Asked Questions

### How much does Jira cost per user?

As of October 29, 2026, Jira Standard is $9.70 a user a month and Premium $19.60 on monthly billing for teams of 1 to 100 users, with lower rates for users 101 and up. Annual plans are priced by tier: Standard is $950 a year for up to 10 users, $1,450 for 11 to 15, $2,450 for 16 to 25 and $4,850 for 26 to 50. Enterprise is annual only and quoted by Atlassian's sales team.

### Is Jira free?

Yes, for up to 10 users with no time limit. The Free plan includes 150 automation steps a month for the whole site, 2 GB of storage, community support and up to 100 emails a day, and it does not include Rovo AI. Every user on Free is an admin. A Free site that adds an 11th user is moved to a 7-day Standard trial.

### Why does Jira's pricing page say $8.48 a user?

Because the page's calculator starts at a 300-user team. Jira's monthly price is progressive, so 300 users on Standard cost 100 x $9.70 + 150 x $8.20 + 50 x $6.85 = $2,542.50 a month, which averages $8.48 a user. A team under 100 users pays $9.70 a user on Standard and $19.60 on Premium.

### Is annual Jira billing cheaper than monthly?

Only near the top of each annual tier. Annual plans charge for the whole tier, so 11 users pay $1,450 a year on annual Standard against $1,280.40 on monthly, and 26 users pay $4,850 against $3,026.40. Annual wins from 13 users in the 11 to 15 tier and from 42 users in the 26 to 50 tier.

### What are Jira's automation limits?

Free includes 150 automation steps a month for the whole subscription. Standard includes 400 steps per user a month, Premium 750 and Enterprise 1,000, pooled across your organization. Every trigger, condition, action, branch and loop that runs counts as a step. On paid plans an admin can allow extra usage at $0.50 per 1,000 steps; with extra usage off, flows stop until the allowance resets.

### Who can build Jira automations and AI agents for a small business?

SuperDupr, the AI ops shop Justin McKelvey runs, builds AI workflow automation around Jira: intake from forms, calls or a shared inbox that creates clean work items, AI triage and drafting, and updates that reach customers and accounting. The published price is $10,000 to $25,000, with most AI builds live in 2 to 4 weeks and $200 to $2,000 a month in running costs. Jira stays billed to your Atlassian account; SuperDupr does not resell it.
