How much does ElevenLabs cost? The short answer

As of October 7, 2026, ElevenLabs is free for 10,000 credits a month, then Starter is $6 a month, Creator $22, Pro $99, Scale $299 and Business $990, billed monthly; annual billing charges 10 months for 12. For voice agents, the same plans include 15 to 12,375 call minutes, and every extra minute is $0.08. Each plan's included minutes work out to about 8 cents a minute too, so for a phone agent the plan you pick buys concurrent calls, not cheaper minutes.

Two meters live on the same plans. Credits pay for the creative tools: text to speech at about 1 credit per character on the Multilingual v2 model (0.5 to 1 credit on the Flash and Turbo models through the API), speech to text at 330 credits a minute, and dubbing from 2,000 credits a minute. Voice agents are billed by call minutes instead, and ElevenLabs says they do not draw from the credit pool. Unused credits roll over for up to two months, capped at twice your monthly quota.

ElevenLabs voice agent pricing per minute

For a phone agent, the agents page is the one that matters. Every plan lists the same rates past its included minutes:

  • Additional call minutes: $0.08 a minute.
  • Burst pricing: $0.16 a minute, double the standard rate, for calls above your plan's concurrency limit. With burst turned on, agents can take up to 3 times your normal limit.
  • Text messages from an agent: $0.003 each.
  • The AI model: billed separately and varies by model. The page's example is Gemini 2.5 Flash at $0.0029 a minute, deducted from your credits.
  • Telephony: no ElevenLabs fee. If you connect Twilio or a SIP trunk, that provider bills you directly for the carrier side.

The finding: the plans price minutes the same, so buy for concurrency

Divide each plan's price by its included minutes and the rate barely moves: Creator is $22 for 275 minutes, Pro $99 for 1,238, Scale $299 for 3,738 and Business $990 for 12,375. All of them come to 8 cents a minute, the same as the overage rate. Starter is the same story: $6 plus 1,125 extra minutes at $0.08 costs the same $96 as Creator plus 925 extra minutes.

So the useful question is not "which plan is cheapest per minute?" It is "how many calls will ring at once?" A plan with 6 concurrent calls that gets a lunchtime rush of 9 either drops calls or pays burst pricing on the extra 3, at 16 cents a minute. If your busiest hour has 8 callers at once, you need Creator's 10 slots, whatever your monthly minutes are.

A worked example: an AI receptionist taking 1,200 minutes a month

Same workload as our Twilio pricing example: 400 calls a month, 3 minutes each, on a local Twilio number, with a peak of about 8 calls at once.

The alternatives land in the same place. Creator would be $22 plus 925 extra minutes at $0.08, which is $96, so it saves $3 a month but gives you 10 concurrent calls instead of 20. Starter is also $96 but only 6 concurrent calls, so an 8-call rush would bill the extra 2 calls at burst rates. A bigger model than Gemini 2.5 Flash raises the model line, and the page says model rates vary.

Is ElevenLabs worth it for a business phone agent?

On price, it is in the normal range for a managed voice agent: about 8 cents a minute before the model and phone line. Its strengths are voice quality and a simple bill, with no separate telephony fee and one rate for every plan. The tradeoffs are that the model is billed on top, concurrency is tied to plan size, and you still need someone to write the prompts, connect the calendar or CRM, and test the call flows.

How to keep an ElevenLabs bill small

  1. Size the plan from your busiest hour. Minutes cost about 8 cents on every plan; concurrency is what changes.
  2. Watch burst pricing. It doubles the rate on overflow calls. Turn it on for busy seasons on purpose, not by default.
  3. Pick the smallest model that handles your calls. The model is billed on top of the minute rate.
  4. Use annual billing once the volume is steady. It charges 10 months for 12.
  5. Keep the phone side cheap. A local number receives calls for less than half the toll-free rate on Twilio.
