Confluence Pricing 2026: $7.15 a User for Small Teams, and the Rovo AI Bill That Starts December 3
As of November 6, 2026, Confluence is free for 10 users, then $7.15 a user a month on Standard and $14.10 on Premium for teams up to 100, or $720 a year for up to 10 users. Why the $5.78 headline is a 300-user average, and what Rovo AI costs once Atlassian bills extra credits from December 3.
How much does Confluence cost? The short answer
As of November 6, 2026, Confluence is free for up to 10 users. Past that, Standard costs $7.15 per user a month and Premium $14.10 on monthly billing for teams of up to 100, or $720 and $1,400 a year for up to 10 users on an annual plan. The $5.78 on Atlassian's pricing page is the average for a 300-user team. The new cost to plan for is AI: from December 3, 2026, Rovo usage past each plan's small credit allowance is billed at $0.01 a credit, and extra usage is on by default.
Plan prices come from the price data Atlassian publishes on its Confluence, Jira and Teamwork Collection pricing pages (the plans are labeled as effective October 13, 2026). Credit and automation rules come from Atlassian's support articles on Rovo credits and automation usage. All were read November 6, 2026. The team examples are our arithmetic on those numbers.
Confluence plans side by side
| Plan | Monthly billing (1 to 100 users) | Annual, up to 10 users | Storage | Automation steps a month | Rovo credits a month |
|---|---|---|---|---|---|
| Free | $0 (10-user cap) | $0 | 2 GB | 50 for the whole subscription | No allowance |
| Standard | $7.15 per user | $720 a year | 250 GB | 100 per user | 25 per user |
| Premium | $14.10 per user | $1,400 a year | Unlimited | 250 per user | 70 per user |
| Enterprise | Annual only | Shown with annual billing | Unlimited | 500 per user | 150 per user |
Why the headline is lower than your price: Confluence's monthly rate drops in bands. Users 1 to 100 cost $7.15 each on Standard, users 101 to 250 cost $5.45 and users 251 to 1,000 cost $4.05. The pricing page's structured data ties its $5.78 to a 300-user team: 100 x $7.15 + 150 x $5.45 + 50 x $4.05 = $1,735 a month, or $5.78 a user. Premium works the same way, with $14.10 for the first 100 users and an $11.16 average at 300. A 20-person company never reaches a cheaper band.
Premium adds unlimited whiteboards (Standard allows 10 active per user, Free 3), a 99.9% uptime SLA and 24/7 support. Most small teams buy it for the SLA or the larger AI and automation allowances, not for the wiki itself.

Is Confluence free?
Yes, for up to 10 users, with 2 GB of file storage, one site and community support. Two limits matter more than the seat cap. The Free plan includes 50 automation steps a month for the entire subscription, which is about 16 runs of a three-step rule. And it comes with no Rovo credit allowance: Atlassian's credits article says allowances are included in paid Confluence subscriptions. Add an eleventh user and Atlassian moves the site onto a 7-day Standard trial automatically. If you are also weighing Notion's free tier for the same job, our breakdown of whether Notion is free covers its block limit for teams.
Rovo AI: the line item that starts December 3, 2026
Rovo is Atlassian's AI: search, chat and agents across Confluence and Jira. It is metered in Rovo credits, pooled across your Atlassian organization and reset monthly with no rollover. Rovo Search, definitions and summaries cost nothing. A Rovo Chat message in Quick Answers mode, or a run of a basic Rovo agent, is 10 credits. Think Deeper mode, agents with model selection and Confluence slides use a variable number of credits per request, depending on how much they search and reason.
Until now, going past the allowance cost nothing. Atlassian's credits article says extra usage billing takes effect on December 3, 2026 at a list price of $0.01 a credit ($10 per 1,000), that extra usage is enabled by default, and that admins can set a spending cap or turn it off in Atlassian Administration. Admins get alerts at 80% and 100% of the allowance.
Here is what that means for a 10-person team on Confluence Standard. The allowance is 10 x 25 = 250 credits a month, which is 25 Quick Answers chat messages for the whole team. Say each person asks Rovo three quick questions a working day:
- 10 people x 3 questions x 22 working days = 660 messages
- 660 x 10 credits = 6,600 credits
- 6,600 - 250 included = 6,350 extra credits x $0.01 = $63.50 a month
That is close to the $71.50 the same team pays for its Confluence seats (10 x $7.15), and it assumes nobody uses Think Deeper. Premium's 70 credits per user only moves the free part to 70 messages. One more rule from the same article: Rovo can only be turned on when the organization admin uses a verified business domain, so a site administered from a Gmail or Outlook address gets no Rovo at all.
Confluence alone, Jira plus Confluence, or the Teamwork Collection?
Atlassian also sells Confluence inside the Teamwork Collection: Jira Standard, Confluence Standard and Loom Business for $15.00 per user a month on monthly billing (1 to 100 users), or $1,500 a year for up to 10 users. Its Rovo allowance is ten times Confluence's, 250 credits per user, and it includes 2,500 automation steps per user. For a 10-person team on Standard, monthly billing, running the same 6,600-credit Rovo habit as above:
| Setup (10 users) | Seats a month | Rovo credits included | Extra Rovo from Dec 3 | Total a month | Automation steps |
|---|---|---|---|---|---|
| Confluence Standard only | $71.50 | 250 | $63.50 | $135.00 | 1,000 |
| Jira Standard ($9.70) + Confluence Standard | $168.50 | 500 | $61.00 | $229.50 | 5,000 |
| Teamwork Collection Standard | $150.00 | 2,500 | $41.00 | $191.00 | 25,000 |
The finding: if you need both Jira and Confluence, buying them separately is the worst deal on the table. The collection is $18.50 a month cheaper before AI, adds Loom, and carries five times the AI credits of the two apps bought apart. On annual billing the gap holds: $1,500 for the collection against $950 for Jira plus $720 for Confluence, $1,670. Jira's own plan math is in our Jira pricing breakdown. If you only need a wiki, Confluence alone is still the cheapest of the three.
Monthly or annual: where the tiers bite
Annual Confluence is sold by user tier, not per user, and you pay for the top of the tier you land in. On Standard the tiers are $720 for up to 10 users, $1,050 for 11 to 15, $1,800 for 16 to 25, $3,600 for 26 to 50 and $7,200 for 51 to 100. A year of monthly billing is $85.80 a user ($7.15 x 12).
| Users | Monthly billing for a year | Annual tier | Cheaper option |
|---|---|---|---|
| 10 | $858.00 | $720 | Annual, by $138.00 |
| 11 | $943.80 | $1,050 | Monthly, by $106.20 |
| 20 | $1,716.00 | $1,800 | Monthly, by $84.00 |
| 26 | $2,230.80 | $3,600 | Monthly, by $1,369.20 |
| 50 | $4,290.00 | $3,600 | Annual, by $690.00 |
At the top of each tier annual works out to about $6 a user a month. Just past a tier line it's a penalty: in the 26 to 50 tier annual only wins from 42 users up.
What Confluence automation includes
Automation steps are pooled across your Atlassian organization, so a company with 10 Jira Standard users (400 steps each) and 10 Confluence Standard users (100 each) has 5,000 steps a month to share. Every trigger, condition, action, branch and loop that runs counts as a step. Logging, variables and lookups don't, and from November 5, 2026, runs that end without performing any action are not charged. Rovo actions inside a rule bill as Rovo credits instead of steps.
A typical wiki rule, page published in the Policies space, then notify a Slack channel and add a review label, is 3 steps. Run it on 150 pages a month and it uses 450 steps, inside a 10-user Standard allowance of 1,000. Extra steps cost $0.50 per 1,000 when extra usage is on; if it's off, rules stop until the allowance resets. Compare that meter with the outside automation tools in our automation platform pricing breakdown.
Confluence as the knowledge base for an AI agent
The most valuable thing in most Confluence sites is the process knowledge: how to quote a job, what the return policy is, which vendor to call. That's exactly what an AI agent needs to answer customers or staff. You have two ways to use it. Inside Atlassian, Rovo agents read it directly and each run spends credits from the pool above. Outside, Atlassian's Rovo MCP server lets tools such as Claude or ChatGPT pull Confluence context, and Atlassian's credits article counts those context calls against Rovo credits too, at 1 to 10 credits for most calls. So from December 3 both routes have a meter. For what a dedicated agent costs to build and run instead, see our guide to how much an AI agent costs.
Who can build AI and automations on Confluence for my business?
Start with Confluence's own templates, rules and Rovo; set a Rovo spending cap before December 3 and watch the usage report for a month. Bring in a builder when the knowledge in Confluence has to do work outside it: an agent that answers customer or staff questions from your pages on your website, by email or by phone, or a workflow that turns approved pages into tasks, quotes or onboarding steps in your other systems. SuperDupr, the AI ops shop Justin McKelvey runs, does this kind of build: your pages stay in Confluence as the source of truth, and the agent or workflow reads them through Atlassian's APIs. We sell the build, not Atlassian licenses. It's an AI workflow automation project for us, published at $10,000 to $25,000, usually live in 2 to 4 weeks, with $200 to $2,000 a month in running costs depending on volume. You own the result. Bring your Rovo usage report to a free 30-minute strategy session and we'll tell you whether Atlassian's meter or a custom agent is cheaper for your team.

Yes, if you need both. Teamwork Collection Standard (Jira, Confluence and Loom) is $15.00 a user a month for 1 to 100 users, against $9.70 for Jira Standard plus $7.15 for Confluence Standard bought separately, and it includes 250 Rovo credits per user instead of 25 per app. For 10 users on annual billing it is $1,500 a year against $1,670 for the two apps apart.

It depends on where your headcount sits in Atlassian's annual tiers. At 10 users annual Standard saves $138 a year. At 26 users monthly is $1,369.20 a year cheaper, because the annual plan charges for the full 26 to 50 tier; annual only wins again from 42 users.
