How much does Jira Service Management cost? The short answer

As of November 6, 2026, Jira Service Management is free for up to 3 agents. Atlassian now sells it as the Service Collection, and a small team pays $26.90 per agent a month on Standard and $61.60 on Premium for its first 15 agents on monthly billing, or $800 a year for up to 3 agents on annual Standard. Customers who submit requests are free and unlimited. The $21.50 on the pricing page is a 75-agent average, and AI is billed on top: $1 per resolution for the customer service AI agent.

Prices come from the price data on Atlassian's Service Collection pricing page, where Jira Service Management's pricing link now lands, and from the plan table and FAQ on that page. The plans are labeled as effective October 13, 2026. Rovo and automation rules come from Atlassian's support articles. All were read November 6, 2026. The team examples are our arithmetic.

What changed: Jira Service Management is now the Service Collection

Atlassian's pricing page for Jira Service Management is now titled Service Collection Pricing. One subscription bundles four things that used to be priced apart or not sold to small teams: Jira Service Management (IT and employee requests, incidents, changes), Customer Service Management (a support site, live chat and team workspace for outside customers), Rovo agents, and Assets for tracking hardware and services. On Free you get Jira Service Management and Customer Service Management; Rovo and Assets start on Standard. You pay per agent, the person who works tickets. Anyone who only submits or follows a request is a customer and doesn't need a license.

The Free plan caps email at 100 notifications a day, keeps alert data for one month and comes with 2 GB of storage and community support. Standard removes the email cap and adds Rovo, Assets, a branded help center URL and 250 GB of storage. Premium adds the virtual service agent, incident and change management with AI risk scoring, unlimited storage and a 99.9% uptime SLA.

Why the price on the pricing page isn't a small team's price

Monthly agent pricing is graduated. The first 15 agents cost $26.90 each on Standard, agents 16 to 100 cost $20.15, and agents 101 to 250 cost $13.50. The page's structured data ties its $21.50 to a 75-agent team: 15 x $26.90 + 60 x $20.15 = $1,612.50 a month, or $21.50 an agent. Premium's $55.28 is the same blend: 15 x $61.60 + 60 x $53.70 = $4,146, or $55.28. A 6-agent help desk pays the top rate on every seat, 25% more than the headline on Standard.

Monthly or annual for a small desk

Annual plans are sold by agent tier: on Standard, $800 a year for up to 3 agents, $1,350 for 4 to 5, $2,700 for 6 to 10, $4,050 for 11 to 15 and $6,100 for 16 to 25. Premium's tiers are $1,850, $3,100, $6,200, $9,200 and $14,500. A year of monthly Standard is $322.80 per agent.

AgentsMonthly billing for a yearAnnual Standard tierCheaper option
3$968.40$800Annual, by $168.40
4$1,291.20$1,350Monthly, by $58.80
5$1,614.00$1,350Annual, by $264.00
6$1,936.80$2,700Monthly, by $763.20
9$2,905.20$2,700Annual, by $205.20

The tiers are small at the bottom, so the trap is hiring agent number 6: an annual plan jumps from $1,350 to $2,700, and monthly stays cheaper until you have 9 agents.

The AI bill: two agents, two meters

The Service Collection has two AI agents that bill differently, and they serve different people.

  • Customer service AI agent (Customer Service Management, for outside customers): included on Standard, Premium and Enterprise, and billed at $1 per resolution.
  • Virtual service agent (Jira Service Management, typically for employee and IT help): Premium and Enterprise only. It includes 1,000 assisted conversations a month, or 12,000 a year, and extra conversations start at $0.30 each with volume discounts. An assisted conversation is one matched to an intent, whether or not it ends in a hand-off, or one the agent answers with AI that the customer marks resolved or abandons.

A worked example for an outside support team. Five agents on Standard, monthly billing, handling 900 customer conversations a month, with the AI agent resolving 40% of them:

Line itemMathA month
Agent seats5 x $26.90$134.50
AI resolutions900 x 40% = 360 x $1$360.00
Total$494.50

The AI costs 2.7 times the seats, and it scales with your volume, not your headcount. At 60% resolution the AI line is $540. That's the number to put in front of whoever approves the budget, and it's the same per-resolution model other help desks use, as our Zendesk pricing breakdown shows.

For an internal IT desk the math runs the other way. Three agents on Premium annual cost $1,850 a year, and the virtual service agent's 12,000 included conversations a year are four a month for each person in a 250-person company. Most small companies won't pay for an extra conversation.

Rovo credits are a third meter. Standard includes 250 per agent a month, pooled across your Atlassian organization, and Atlassian's credits article says extra usage beyond the allowance is billed from December 3, 2026 at $0.01 a credit, on by default unless an admin caps it. A Rovo Chat quick answer is 10 credits, so 5 Standard agents have 125 quick answers a month included. Our Confluence pricing page works through what a heavier Rovo habit costs.

Automation and Assets limits

Automation steps are generous on paid plans: 3,000 per agent a month on Standard, so 5 agents share 15,000 steps, pooled with any Jira or Confluence allowance in the same organization. A triage rule of trigger, condition, assign and comment is 4 steps; on 900 tickets that is 3,600. Free's 1,250 steps for the whole subscription cover that rule on about 300 tickets. Extra steps cost $0.50 per 1,000 if an admin enables extra usage; otherwise rules stop until the monthly reset.

Assets is where a growing IT desk can get a surprise bill. Standard includes 5,000 objects, Premium 50,000, and above that objects start at $0.02 each a month. A 150-person company tracking a laptop, a monitor, a phone and two software licenses per person is at 750 objects, well inside Standard. Import every device from a network scan and every license seat, and you can reach 5,000 fast.

Jira Service Management vs Jira, Zendesk and Freshdesk

If your team only tracks internal work, plain Jira is cheaper; our Jira pricing page has its user bands. The Service Collection earns its price when requests come from people who shouldn't need a license: employees, customers, vendors. Against the classic help desks, its edge is unlimited free customers plus incidents, changes and asset tracking in the same tool; its cost is the $26.90 small-team rate. Our Freshdesk pricing breakdown prices a 6-agent email desk for comparison.

Who can build AI support on Jira Service Management for my business?

Set up the portal, request types and Atlassian's templates yourself; that's what the Free plan is for. Bring in a builder when tickets have to start or finish outside Atlassian: phone calls and texts that should arrive as clean requests, an AI agent that looks up orders, jobs or accounts in your own systems before it answers, or resolutions that update your CRM and billing. SuperDupr, the AI ops shop Justin McKelvey runs, builds that layer through Atlassian's APIs and keeps Jira Service Management as the system of record; we don't resell Atlassian licenses. Our published price for a custom AI customer support agent is $8,000 to $15,000 to build, then $200 to $2,000 a month to run depending on volume; typical go-live is 2 to 4 weeks. The 5-agent desk above would spend $4,320 a year on resolutions at 40%, so run both numbers over twelve months before you choose. Bring your ticket counts to a free 30-minute strategy session and we'll do that math with you.
